Implementing Portable Benefits for India’s Gig Economy
Portable social security benefits could be transformative for India’s gig workers. Such a system would allow them to access social security benefits across various platforms, accumulating benefits through a central system like the e-Shram portal. Gig workers could carry their security entitlements across jobs, enhancing their long-term stability.
However, while the 2020 social security code and e-Shram portal represent steps forward, practical challenges remain. Determining eligibility criteria and participation levels are essential, as are policies to ensure fair contributions from platforms employing gig workers. Solutions must involve flexible approaches, where benefits can be accessed without limiting the mobility of gig workers across platforms.

The Path Forward
India’s 2020 Social Security Code has provisions that, if implemented well, could address these challenges. Linking existing government schemes—such as the Pradhan Mantri Jeevan Jyoti Bima Yojana, Ayushman Bharat, and PM Jan Arogya Yojana—would extend crucial coverage to gig workers. Additionally, ensuring that all platforms make fair contributions will be essential for sustainable funding.
For India to effectively support its gig workforce, policymakers must address these issues, creating a fair and efficient system that provides both flexibility and security. This approach would help safeguard gig workers’ futures as they continue to play an integral role in the country’s evolving economy.
