The Indian Council of Industrial Management (ICIM) successfully organised the national conference “Shramev Jayate – New Labour Codes Seminar” at a prominent hotel in Sector 18, Noida. Held under the leadership of ICIM Chairman Satendra Singh and Director Anshuman Singh, the conference emerged as a significant national platform for dialogue on India’s transformational labour reforms.
The event brought together industry leaders, CEOs, HR heads, compliance officers, legal experts, and policy professionals from across the country to deliberate on the intent, impact, and implementation roadmap of the New Labour Codes.
Ceremonial Inauguration by Senior Leadership
The conference commenced with the traditional lighting of the ceremonial lamp by Dr. Mahesh Sharma, Hon’ble Member of Parliament, Gautam Buddha Nagar, along with Dr. M.K. Shanmuga Sundaram, Principal Secretary (Labour), Government of Uttar Pradesh, marking the formal inauguration of the national seminar.

Renowned labour-law experts delivered highly practical and in-depth sessions covering all four Labour Codes:
- Adv. Sudhir Kumar Gupta – Social Security Code and Occupational Safety, Health & Working Conditions (OHS) Code
- Adv. Govindraju N.S. – Code on Wages, 2019, with special focus on the 50% CTC wage structure
- Adv. Yajat Kumar – Industrial Relations Code, 2020, and dispute resolution mechanisms
The sessions provided clear, actionable insights on payroll restructuring, employer liabilities, compliance documentation, industrial relations, and dispute management. Special emphasis was placed on how the Codes strengthen workers’ rights while rationalising compliance for employers.

Reiterating the government’s approach, Dr. Shanmuga Sundaram highlighted that the new labour regime focuses on:
- Single-window clearances
- Online and paperless licensing
- Reduced and rationalised inspections
- Transparent, technology-driven compliance
He assured industry participants that the intent is to support compliant employers while strengthening labour welfare standards.
