BREAKING NEWS | Cabinet Approves EPFO Wage Ceiling Hike from ₹15,000 to ₹25,000

Over 51 lakh additional employees expected to come under mandatory EPFO coverage; major expansion of PF, pension and insurance protection.

 

In a major social-security reform for India’s workforce, the Union Cabinet, chaired by Prime Minister Narendra Modi, has approved an increase in the wage ceiling for mandatory EPFO coverage from ₹15,000 to ₹25,000 per month.

 

The decision is expected to bring more than 51 lakh additional employees within the ambit of mandatory EPFO coverage, significantly widening access to provident fund savings, pension benefits and employment-linked insurance protection.

Major Revision After 12 Years

 

The EPFO wage ceiling was last revised in September 2014, when it was increased to ₹15,000 per month. The latest decision raises the threshold to ₹25,000 per month, reflecting the growth in wages and formal employment over the intervening years.

 

At present, a fresh employee joining employment at wages above ₹15,000 per month is not automatically covered under the EPF framework in certain circumstances. The higher ceiling will bring a substantial segment of employees in the ₹15,000–₹25,000 wage band within the statutory social-security framework.

 

EPF, Pension and Insurance Coverage to Expand

 

The impact will extend beyond provident fund savings. Subject to the applicable provisions of the respective schemes, the enhanced ceiling will widen access to benefits under the Employees’ Provident Fund (EPF), Employees’ Pension Scheme (EPS) and Employees’ Deposit Linked Insurance Scheme (EDLI).

 

The move is also expected to strengthen long-term retirement security and expand statutory social-security protection among formal-sector workers.

 

Financial Implications for Government

 

The proposal underwent inter-ministerial consultations and was recommended by the Expenditure Finance Committee at its meeting held on 16 June 2026.

 

According to the Cabinet release, the estimated annual government outgo will be around ₹11,339 crore, compared with the existing annual budgetary support of approximately ₹10,250 crore. The estimated expenditure over five years is approximately ₹56,696 crore.

 

EPFO Covers Nearly 8 Crore Contributing Members

 

EPFO currently administers one of the world’s largest social-security systems. According to the government, it has around 7.98 crore contributing members across approximately 7.68 lakh contributing establishments, while the EPS provides pension benefits to around 82 lakh pensioners.

 

The enhanced wage ceiling is expected to further expand this social-security network and bring more employees under statutory protection.

Cabinet approval is an important step, but implementation will require further statutory and administrative action. The Ministry of Labour & Employment and EPFO will undertake the necessary steps to implement the decision.
