Major Relief for Factory Owners: No Separate MCD License Needed Anymore, Says Satendra Singh, Chairman, ICIM

 

New Delhi, July 30, 2025:

In a landmark decision that promises to significantly ease business operations in the capital, the Delhi Government has implemented a historic reform in the MCD factory licensing system starting today.

Under the new rule, factories operating in industrial areas recognized by GNCTD/DSIIDC will no longer be required to obtain a separate license from the Municipal Corporation of Delhi (MCD). Instead, documents such as MSME Udyam Registration or the Allotment Letter/Lease Deed issued by GNCTD/DSIIDC will be considered valid licenses under Sections 416 and 417 of the DMC Act.

 

This progressive step is aimed at reducing bureaucratic hurdles, promoting transparency, and ensuring accountability — all in alignment with the vision of “Ease of Living” and “Ease of Doing Business.”

Welcoming the decision, Satendra Singh, Chairman of the Indian Council of Industrial Management (ICIM), stated,

 

“This is a major relief for thousands of factory owners in Delhi. The removal of the requirement to obtain a separate MCD factory license will eliminate unnecessary paperwork and delays. This reform strengthens the confidence of industrialists and supports the vision of self-reliant and efficient governance. Factory owners will now truly experience the benefits of ease of doing business.”

 

Industrial stakeholders and entrepreneurs across Delhi have lauded this move, calling it a step towards creating a more business-friendly ecosystem in the capital.
