New Labour Rules to Be Implemented Soon in Uttar Pradesh; Wage Board to Be Formed for Industries and Workers
Uttar Pradesh is preparing to implement a new set of labour rules aimed at protecting the interests of both industries and workers. The proposed rules have already been drafted, and objections and suggestions have been invited from stakeholders before final implementation.
According to the report, after approval from the state cabinet, preparations are being made to implement the rules in May. The new framework is expected to include the formation of a Wage Board, in which all concerned stakeholders will be represented.
The Wage Board will determine minimum wages on the basis of geographical conditions and prevailing market prices. Officials believe this approach will help ensure that workers receive fair benefits for their labour while also safeguarding the interests of industries.
Principal Secretary, Labour Department, Dr. M.K. Shanmuga Sundaram, participated in a discussion organised under the “Jagran Vimarsh” platform. He said that the new rules and the Wage Board would help strike a practical balance between industrial growth and worker welfare. He added that workers would receive proper benefits for their work, while industries would also have a structured and predictable regulatory environment.
Dr. Sundaram further stated that the government has already provided interim relief by increasing minimum wages from April. Earlier, minimum wages were determined on the basis of the Consumer Price Index of July–December 2012, recorded at 216 points. Under the revised approach, minimum wages are now being calculated on the basis of the Consumer Price Index for July–December 2025, recorded at 425 points. As a result, new wage rates have been made applicable from April.
He said that, considering the increasing expenses of workers, the government has also prepared a plan to provide residential facilities. Under this initiative, labour hostels will be developed in Uttar Pradesh State Industrial Development Authority, Greater Noida, Yamuna Expressway and other industrial areas through the Building and Other Construction Workers Welfare Board.
The Principal Secretary also informed that the state is working towards creating a strong and balanced industrial ecosystem. Several schemes are being prepared to support both workers and industries. He expressed confidence that rapid industrial development would create sufficient employment opportunities within the state, reducing the need for workers to migrate outside Uttar Pradesh for work.
The proposed rules are expected to be significant for industries, employers and workers, as they may bring greater clarity to wage determination, compliance requirements and welfare measures in the state.
