Outsource Corporation to Manage EPF and Insurance for Contract Workers in UP

 


In a bid to ensure social security for contract-based employees, the Uttar Pradesh government is preparing to establish a dedicated Outsource Corporation. The move aims to bring better regulation and transparency in managing EPF (Employees’ Provident Fund) and insurance benefits for outsourced workers employed across various government departments.

 

A proposal by the Department of Personnel and Administrative Reforms has already been drafted and is under consideration. Once approved, all contractual workers in sectors like healthcare, education, transport, sanitation, and technical services will be brought under the ambit of the new corporation.

 

The move is expected to curb irregularities in hiring and salary disbursement, and ensure that no agency will be allowed to remove workers arbitrarily or bypass mandatory benefits.

The proposed system will also prevent exploitation and streamline the role of outsourcing agencies, ensuring adherence to employment laws and service conditions. The Corporation will act as a centralized authority to monitor payments, resolve disputes, and enforce compliance for outsourced staff.

 

Officials confirmed that outsourcing agencies will no longer operate independently, and government departments will be required to coordinate directly with the new corporation for manpower deployment.

The proposal has been forwarded to the Chief Minister for final approval and, once cleared, the Outsource Corporation will begin operations soon under a clearly defined administrative framework.
