"Niti Aayog Proposes Housing for Workers Near Factories to Boost Competitiveness"


In a bid to enhance productivity and competitiveness in India’s manufacturing sector, Niti Aayog has proposed the Site Adjacent Factory Employee (SAFE) accommodation scheme. This initiative aims to provide affordable housing near factories for industrial workers by amending industrial zoning laws.


Key Features of the SAFE Scheme
The SAFE scheme focuses on creating dormitory-style accommodations through public-private partnerships with viability gap funding (VGF). According to Finance Minister Nirmala Sitharaman’s earlier budget speech, this scheme will involve active participation from anchor industries to ensure successful implementation.


Pilot Launch in ‘Champion States’
The scheme will first be rolled out as a pilot in “champion states,” including Andhra Pradesh, Tamil Nadu, Gujarat, Karnataka, and Uttar Pradesh. These states were chosen based on consultations with industry leaders from sectors like textiles, automobiles, leather, and food processing.


Financial Support for Workers
The proposed housing will provide an 80 sq. ft. space for workers at approximately ₹3,000 per month, with government subsidies reducing costs by up to 25%. Employers are also expected to contribute a share of rental costs, making it affordable for workers earning minimum wages.


Environmental and Economic Considerations
To fast-track implementation, the environment ministry has issued a draft notification exempting projects like industrial sheds, schools, and hostels from seeking environmental clearances. Additionally, developers can avail up to 30% VGF for project costs (excluding land), with the Department of Economic Affairs providing 20% of the funds and the sponsoring ministry covering 10%.


Industry and Government Collaboration
Niti Aayog emphasized the importance of direct government support and private sector involvement in addressing housing shortages. It added that easing regulatory requirements and encouraging anchor industries to invest in worker accommodations will be pivotal.
