Stage Finally Set for Labour Code Rollout
After years of delay, the four labour codes passed by Parliament in 2019 and 2020 may soon be implemented nationwide. Out of India’s 28 states, 25 states and all eight union territories have completed draft rules for these codes.
According to sources, the remaining states—West Bengal, Meghalaya, and Nagaland—have agreed to frame subordinate legislation, addressing previous concerns to align with the codes. The labour codes represent a comprehensive overhaul, simplifying labour regulations, supporting workers' rights, and ensuring more flexibility for businesses.
The four codes consolidate 44 previous labour-related laws, focusing on areas like trade, investment, and ease of business. They also aim to decriminalize minor infractions, while promoting skill development and dispute resolution.
While the central government has yet to announce a start date for the rollout, officials suggest it could happen as early as next year. “Consultations with states emphasized uniform application of labour standards, and now we’re ready to proceed,” an official stated. States held meetings in September to prepare, which helped align approaches for smoother implementation.
The four codes include:

•    Occupational Safety, Health and Working Conditions Code 2020
•    Industrial Relations Code 2020
•    Code on Wages 2019
These codes are expected to provide streamlined compliance frameworks for businesses and enhanced protections for workers.
