UP Government Orders Transfers for Staff Serving Over 3 Years in One District

 

In a major administrative shake-up, the Uttar Pradesh government has approved the 2025–26 Transfer Policy, which mandates the transfer of government employees who have been posted in the same district for more than three years. The decision was taken during a cabinet meeting chaired by Chief Minister Yogi Adityanath in Lucknow.

Under the new guidelines:

  • Any employee serving in a single division (mandal) for seven years or more will also be transferred.
  • This rule will apply uniformly to all departments and officers, including those in sensitive and revenue-generating posts such as police, tehsildars, and clerical staff.

The move aims to prevent favoritism, corruption, and local influence from affecting administrative efficiency. Officials emphasized that this is a step towards ensuring transparency, accountability, and rotation-based deployment in public service.

Key Highlights of the Transfer Policy:

  • The policy comes into effect from May 15, and transfers must be completed by June 15.
  • Exceptions will be granted only on compelling administrative grounds and with prior approval from departmental ministers.
  • Employees with disabilities, terminal illness, or those nearing retirement may be exempted from mandatory relocation.
  • Officers who have already served in more than two districts will be given priority consideration for placement in new districts.
  • Departments must ensure that no more than 10% of total staff are exempted under special cases.

The government will also monitor district-level transfer data to ensure that the process remains fair and follows the prescribed timeline. Departments failing to meet the criteria or violating the new rotation rules may face scrutiny.

Officials also clarified that the same norms will apply to those involved in high-level policy execution and to those in education, health, and police services, where transfers are often delayed for years.

This decision is seen as a strong administrative message from the Yogi government that long-term postings in one area will no longer be tolerated and all officers must be prepared to serve wherever required for efficient governance.
